Section 8 Housing Choice Voucher Program

The housing choice voucher program (formerly known as Section 8) is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.

Applying for the Voucher

Reasonable accommodations for persons with disabilities will be honored on a case by case basis. Preferences for participation in this Section 8 Voucher Program will be based on the attached Tenant Selection and Assignment Plan, along with the date and time that the application is submitted. Due to the high volume of interest in this program, you will not be required to provide preference documentation at the time of submission, but we recommend that you bring in your preference documentations as soon as possible.

Preferences will be given to applicants who reside in, and/or are employed in Knox County, Illinois. We also ask that you not call to inquire about your place on the waiting list. However, it is vital that you keep us informed of any changes in your address, family composition (size), employment, or income, as these can affect your preference points. To be accepted into the Section 8 Voucher Program, all applicants must be in good standing with Knox County Housing Authority and all other public housing authorities.

Knox County Housing Authority reserves the right to reject any applications that are found to be incomplete or that contain false information.

How it Works

The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.

Housing choice vouchers are administered locally by Public Housing Authorities (PHAs). The PHAs receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program.

A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family's choice where the owner agrees to rent under the program. With certain restrictions this may include the family's current rental dwelling place. Rental units must meet minimum standards of health and safety, as determined by the PHA.

The Rent Subsidy

A housing subsidy is paid to the landlord directly by the PHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

The PHA determines a payment standard that is the amount generally needed to rent a moderately-priced dwelling unit in the local housing market and that is used to calculate the amount of housing assistance a family will receive. However the payment standard does not limit and does not affect the amount of rent a landlord may charge or the family may pay. A family which receives a housing voucher can select a unit with a rent that is below or above the payment standard. The housing voucher family must pay 30% of its monthly adjusted gross income for rent and utilities, and if the unit rent is greater than the payment standard the family is required to pay the additional amount. By law, whenever a family moves to a new unit where the rent exceeds the payment standard, the family may not pay more than 40 percent of its adjusted monthly income for rent.

The PHA calculates the maximum amount of housing assistance allowable. The maximum housing assistance is generally the lesser of the payment standard minus 30% of the family's monthly adjusted income or the gross rent for the unit minus 30% of monthly adjusted income.
